Terms and Conditions of Employment
National Negotiating Body
Based on Joint Negotiating Committee for Chief Executives of Local Authorities, supplemented by Local Agreements.
Remuneration
The salary for this post is £160,000 plus £10,000 prp.
Annual Review of Salary
In accordance with the annual review by the Joint Negotiating Committee for Chief Executives of Local Authorities.
Contract
The contract will contain a restrictive covenant to the effect that in the event of you leaving the Council's employment you will not, for a period of at least 12 months, without the Council's prior consent, join any organisation with which you have negotiated or worked with on the Council's behalf.
Political Restriction
This post is politically restricted under the Local Government and Housing Act, 1989 found below.
Working Hours
The normal working week is 37 but candidates will need to recognise that the nature of this post entails commitments outside the basic working hours.
Leave
The annual leave entitlement is 25 days, plus an additional 5 days after 5 years' continuous Local Government service. There are also 12 statutory and extra statutory leave days.
Removal and Lodging Allowance
In appropriate cases, expenses, etc., will be paid up to a maximum of £12,000. A copy of the detailed scheme is available on request.
Travelling and Subsistence Allowance
An Essential User Car Allowance is payable under the terms of the current Local Government Scheme.
Canvassing
Any canvassing by, or on behalf of the applicant, will be taken as indicating the unsuitability of the applicant, and will lead to disqualification from further consideration for the post.
Medical Fitness
The successful applicant will be required to complete a Medical Questionnaire and to possibly attend a Medical Examination in order to determine their ability to carry out the duties of the post.
Smoking Policy
The Council operates a policy regarding smoking at work with which individual employees are expected to comply.
Pension
Eligible employees will become members of the Local Government Pension Scheme - this currently requires a 6% contribution of reckonable earnings, unless they opt for an alternative form of pension arrangement.
Period of Notice
The minimum period of notice to be given to terminate the employment by the postholder or the Council is six months.

Notes for Applicants for Politically Restricted Posts (PoRPS)
Purpose of the Act
The Act establishes a number of provisions to ensure the political impartiality of Local Government employees and limits the involvement of elected Members in staffing matters.
Restrictions Placed on PoRP Holders are a condition of their employment and prohibit:-
- becoming a candidate for the Council, Parliament or European Parliament
- holding office in a political party
- canvassing at elections
- speaking or writing publicly on matters of party political controversy
Individual breaches of restrictions will be dealt with through the Council's disciplinary procedure.
