  ESSENTIAL DESIRABLE
(i) Qualifications Full membership of CCAB Body CIPFA
(ii) Experience

Significant relevant post-qualification experience at a senior level in a large organisation including responsibility for the strategic direction and management of a finance function

In a police authority or police force
 

2 – 3 years direct experience of advising a Board/Members on Treasury strategy and management

Dedicated role in advising at Board/Member level
 

2 – 3 years of direct management of a staff group

 
 

Experience of the application and use of risk management approaches and frameworks

In a police service

 

Experience of developing and implementing the application of performance, Best Value and efficiency approaches in respect of complex service delivery matters

 
  Exposure to the requirements for internal and external audit

Led on the procurement for audit services

(iii) Key skills, attributes and knowledge

Highly developed in both verbal and written aspects

Strategic thinker with excellent influencing and negotiating skills

To lead and motivate staff group

Excellent performance management skills

Ability to make high level professional presentations to a variety of audiences

Understanding of the legislative and financial framework of public service

Ability to gain credibility and the respect of Members of the Authority and senior officers of the Force

Excellent planning and organisational skills

Ability to analyse complex reports and provide clear and concise reports to Board/Member level

Ability to work collaboratively to achieve organisational goals
