Job Description

JOB TITLE: DIRECTOR OF PERFORMANCE AND RESOURCES

REPORTS TO: CHIEF EXECUTIVE/POLICE AUTHORITY

OVERALL PURPOSE OF THE JOB

To secure the efficient and effective administration of the financial affairs of the Humberside police Authority/Force as set out in Sections 112 and 114 of the Local Government Finance Act 1988.

To advise the Authority on financial, performance and risk management strategy and policies that ensures the Authority fulfils its statutory responsibilities.

To be an effective contributor to the overall management and policy formulation of the Humberside Police Authority and the achievement of its objectives

To play a crucial part in the development of the organisation; providing a clear sense of direction to ensure that the Authority’s goals and core values are made into a reality

To lead and direct the Performance and resources staff group to ensure they provide an effective and efficient role to the Authority.

MAIN TASKS

1. To develop the Authority's medium and long term financial strategy advising the Authority on its annual budget setting in order to maintain the financial stability of the Authority.

2. To provide a high level of strategic advice and financial services to the Authority on performance and budget matters to ensure value for money and effective utilisation of resources.

3. Ensure a high level of organisational effectiveness by leading and reviewing management
capability, performance management systems and service development.

4. To formulate an effective treasury policy strategy and to monitor treasury management performance so as to minimise external interest costs, maximise investment returns and guard against financial loss.

5. To provide professional guidance in respect of the preparation, inspection and publication of the Authority's statement of accounts including statements of internal control, so as to ensure compliance with all statutory requirements.

6. To have responsibility for the delivery of an effective internal audit function which supports financial governance requirements and controls within the Force and Police Authority Secretariat.

7. To ensure that risk management strategies and frameworks are developed and maintained in order to provide appropriate safeguards for the Police Authority.

8. To ensure that accurate, complete and timely financial management monitoring information is provided for the Force and Authority.

9. To ensure an Authority performance and Best Value function is developed and maintained which provides the Authority with an efficient scrutiny role and acts as critical friend to the Force.

10. To advise on the implications of national developments and issues arising from changes in legislation, government policy and other financially related matters.

11. To develop the Authority's efficiency planning strategy and the subsequent implementation with the Force to meet statutory requirements.

12. To develop and maintain effective working relations with

(i) Members of the Authority
(ii) Secretariat staff
(iii) Service officers of the Force
(iv) External bodies

13. To develop effective training programmes for Police Authority Members to ensure they adhere to deep understanding of financial and performance matters to enable them to fully discharge their duties.

14. To operate as an active member of the Secretariat's Management Team contributing towards the strategic management and development of the Authority ensuring effective performance.

15. To deputise for the Chief Executive in their absence.

RESPONSIBILITY

The postholder is responsible to the Chief Executive to the Police Authority for:-

  • Ensuring effective monitoring of the Force Capital Budget of £8.785 million and Revenue Budget of £156.9 million.

  • Formulating and monitoring borrowing and investment strategies.

  • Monitoring balances, resources and provisions.

  • Statutory responsibility to report directly to the Police Authority and to external auditors.

  • Ensuring effective performance and Best Value frameworks exist to monitor and evaluate the Force spend.

  • Contributing to the Governance arrangements and evaluation of the Police Authority Secretariat spending of £1.2 million.

KEY WORKING RELATIONSHIPS

Internal

Chief Executive as line manager accountable for the effective planning and performance of the Performance and resources function; for agreeing objectives for the function.

Members of the Police Authority and specific attendance at Committees and Working Groups.

Assistant Chief officer (Support) and members of the Force Chief Officer Group.
