  ESSENTIAL DESIRABLE
(i) Qualifications   Recognised qualification within a legal or regulatory discipline
(ii) Experience

At least three years' experience in a governance and control role, working with regulatory/statutory bodies

In a Police Authority or a complex public service
 

Experience in the use of risk management approaches

 
 

Three years in providing a support role to Committees/Boards

Of Monitoring Officer requirements
 

A minimum of two years leading/managing a dedicated staff group providing a wide range of support services to a Committee or Board

Proven experience in the management of organisational change

 

Direct provision of interpretive advice to senior managers and Boards on complex governance matters or provision of specialist advice

 
  Development and implementation of governance and regularly frameworks

 

  Input to and development of governance systems and procedures  
  Appreciation, understanding and use of legislative best practice requirements for employees/premises Experience of conducting staff performance appraisals
  Use of performance monitoring procedures and practices relating to employees and budgets Complex budget construction and monitoring
  Commissioning and managing the work of external providers/consultants An understanding of procurement rules and procedures

(iii) Key skills, attributes and knowledge

Highly developed in both verbal and written aspects

To lead and motivate a staff group

Ability to make high level professional presentations to a variety of audiences

Ability to gain the respect of Members of the Authority and senior officers of the Force

To work with other senior managers on delivering a corporate/collective service

Excellent organisational and planning skills

Ability to analyse complex reports and provide clear and concise reports and provide information to a variety of third parties

Understanding of the political dimensions involved in a police authority or police force
