Job Description
JOB TITLE: ASSISTANT CHIEF EXECUTIVE
GRADE: MP5
OVERALL PURPOSE OF THE JOB
-
To provide an effective governance and control role through the development of practices and procedures for the Police Authority Secretariat which ensures that a comprehensive support function is established which allows the Police Authority to fulfil its range of statutory duties.

To direct and lead a Member support function comprising Committee Services and training.

To direct and lead an office support function which underpins the administrative requirements of the Secretariat.
MAIN TASKS
-
To set, devise and implement the governance requirements in respect of the format and content requirements of Police Authority business.

To develop, maintain and constantly review and monitor a comprehensive committee services function ensuring
• Constitutional compliance
• Effective terms of reference
• Integration and co-ordination of all the Committees of the Authority. -
To develop and maintain appropriate systems and procedures that ensure recommendations and actions arising from Committees, audit and audit bodies are actioned within appropriate timescales.

To act as the Deputy Monitoring Officer ensuring the statutory duties in relation to the Monitoring Officer are met.

To analyse and co-ordinate Secretariat responses in respect of reports, circulars and consultation papers from external third party bodies such as the Home Office, APA or ACPO.

To provide both individually and through subordinate staff a research and policy development role on complex Police Authority matters.

To co-ordinate and input to a Secretariat annual plan ensuring its subsequent monitoring and achievement against performance targets.

To develop systems and procedures that ensure the Secretariat meets its regulatory and best practice requirements of:
• Secretariat risk management including maintenance of risk registers
• Health and safety for its premises and employees
• The employment and performance of its staff
• The maintenance of its premises -
To act as the Secretariat’s Resource Manager in respect of
• Compliance of the Secretariat budget
• Monitoring of the spending of the Secretariat ensuring best value
• Implementing of Audit recommendations relating to the Secretariat practices and procedures. -
Co-ordinates and acts as the interface with the Police Force in respect of referrals to the Police Authority of appeals arising from dismissal, grievance and associated matters ensuring Appeal panels can effectively discharge their duties.

To lead and performance manage a support function for Members of the Police Authority in respect of committee services, training and research support which ensures Members can be fully effective in their role.

To lead and performance manage a support function for staff of the Secretariat in respect of administration requirements which ensures staff can be fully effective in their roles.

To co-ordinate the recruitment process of the appointment of Chief Officers of the Force and Members of the Authority, ensuring compliance with statutory and advisory requirements.

To lead and performance manage on the development and maintenance of complaints procedures and practices arising either internally or externally to the Police Authority.

To provide continuity of the performance of the Member support function in the absence of the Manager.

To perform such other duties as reasonably correspond to the general character of the post and are commensurate with its level of responsibility.
RESPONSIBILITY
The postholder is responsible to the Chief Executive to the Police Authority for:-

Ensuring effective governance and control exists within the Police Authority Secretariat.

Ensuring an effective Member support function.

Ensuring direction and control of and to the Secretariat office support function.
Decision Making
The postholder will work within a broad framework of duties but will work largely unsupervised. The postholder will be required to demonstrate initiative, leadership and discretion and will be expected to make a variety of day to day decisions required to ensure the delivery of the main tasks within the job description.
