Chorley Borough Council has a clear strategy for the future, expressed through the "three Ps": Purpose, Principles and Priorities. This strategy underpins everything we do, and its objectives enable us to measure in actions in concrete and coherent terms.

The Council comprises 47 highly active elected members: 21 Labour, 20 Conservative, 3 Liberal Democrat and 3 Independent. They are supported by 490 (full-time equivalent) staff, who enjoy excellent industrial relations with the Council.
In April 2004, we created a new organisational structure to bring about even greater operational efficiency. This comprises thirteen service units, each managed by a Service Head who is fully responsible and accountable for his or her own service and reports directly to the Cabinet. The majority of these service units are organised into two groups, each with its own Head reporting to a Strategic Director.
Meanwhile, the Senior Management Team comprises the Chief Executive, two Strategic Directors and the Directors, whilst the elected members operate via a Cabinet Committee system, with several regulatory committees, two Scrutiny Committees and Full Council.
This structure has helped us to deliver excellent financial performance, as recognised by the District Auditors. Our current gross revenue expenditure on General Fund services is around £36 million per year, with capital investment expenditure of approximately £7.5 million on housing and other services. We also operate a Housing revenue Account to deal with more than 3000 Council Houses, with revenue expenditure of around £7 million.
